I can confirm this issue. The ride takes you out in front of the turtle, and Aysa Cloudsinger is supposed to be talking to the turtle, but her dialog doesn't play, only the turtles plays.
During the route the balloon is supposed to go over the area where the horde are fighting the alliance, and then it drops you off on the ground near the temple. The path doesn't do this though, instead it keeps you out in the ocean, the balloon despawns, and you die of fall damage/fatigue.
Additionally, since you die in the water and have to respawn, it respawns you near morning breeze village and you have to walk all the way back to the temple, but you can't get down to the lower portion of the temple to talk to who you need to.
