If you don't do the whole Worgen starter area in one sitting, when you log back in you're in an empty instance.
Phase issue perhaps ?

Pretty much that.
It looks like all zones with phases like this go to the late phase when you log back in.
I'm not sure where to change that or if it's command or DB.
