You either did not download the vmaps or the mmaps, etc, or you simply didn't place them in the right area. Don't worry, it's an easy fix:
Make sure to place the "dbc", "maps", "mmaps", and "vmaps" folders in the same folder as your worldserver.exe
If you did not download it, then simply go back to the main post where you downloaded from before, and download those files I mentioned, then place them in the same folder as your worldserver.exe

I made everything as you told, but everything equally doesn't work.

You still get the same error? I'm going to use screenshots of my repack's folder, also not that I created the folder "core" on my own (I think) and put the files in there for organization.
Note that I may have some files/folders you don't, so don't worry about anything you don't have except for the dbc, maps, mmaps, vmaps.
