This bug should be fixed in v8 or v9. I'm not sure as I haven't created a worgen in either versions, but for v7 you will have to activate GM mode to be able to complete the quest.
I just tested it in V9 and the worgen starting area can be completely completed in V9. My team from the public server we are launching based on V9 are testing the Goblin area now. DK is working 90% there are 2 quests you have to change to auto complete till they are fixed.

I will get a list for you and let you know.. I know one was death's challenge or something like that... you are supposed to challenge the death initiate and defeat 5 of them.. when you challenge them and get them down to 1 HP they stop fighting but a few seconds later they agro you again and you cant kill them and it repeats. There is also one other bug.. sometimes players get caught in combat when a player hits a mob but does not get on its agro table in version 9.0 The work around is to do a .combatstop with yourself targeted but wanted to make you aware of that as well.. was going to post it on the support forum but had not had a chance yet.
I forgot to add that the Playerbots work beautifully in dungeons and raids to have a full group. Thanks for the fix on that.
