You are supposed to talk to "Lil' Crazy Jerry" to get shot on to the boat in the bay. You are unable to speak with him or interact with the cannon, quest line halts on this one.

Fixed on V15, but hack-fixed the jump spell part to a teleport instead, as I need the spell id that the Baron Cannon is using
