Guild forming

I am using the 434 repack, and I thought that there used to be a way to not require guild sigs. How do I find that option? I didn't see it in worldserver.conf

Hi there. It is actually in the worldserver.conf , under something guild / charter / sign related keywords. I can't find the specefic text/line as I am on a phone right now, but try taking an extra look there.
If you still can't find it, I can help you further when I get on a PC.
