After several attempts to change the "PlayerBots.gear" values, it was indeed possible to modify the playerbots outside of LFG/BG using this command. However, despite several attempts, it is impossible to change the LFG/BG gear; in LFG, the bots will always be at 450/463 ilvl, and in BG, the bots will always be at 522 ilvl.

Do you have a solution to change the item level in Battlegrounds?

Have you looked into changing the gear via the database? The gear settings are also configurable there, irc
