Okay, I know question is a little old, but in case you still haven't found out.

Open your worldserver.conf file in a text editor (like notepad)
Search for "PLAYER INTERACTION"
Change setting of AllowTwoSide.Accounts = 1
to AllowTwoSide.Accounts = 0
