V17 Hunter bots whistling

[Problem Description] Hunter Playerbots often seem to be in a loop where they use their whistle ability to call their pet. Very noticable with low level hunters. Doesn't haopen to all hunter bots. [How it should work] They shouldn't spam the whistling if they can't call the pet.
