V15 Quest bug Mulgore

• [Name, Type] Ahmo Thunderhorn (creature #36644) Quest #14491 "The Restless Earth"
• [Problem Description] Quest cannot be turned in after it has been completed.
• [How it should work] The NPC should allow the quest to be handed in for completion after the quest objectives are finished.
