v13 blocking with shield or face

my mates (paladin and warrior) wanna play tank builds but the blocking value is not correct.

if they block damage, the damage isnt reduced, and they getting the full damage.

how they can increase block rating and blockchance? (if it works)

sometimes some attributes will not shown in character view, hope it will calculate in combat
