Spirit stat, spirit gear, or adding spirit to gear does not convert to hit rating for priest class
Spirit stat, spirit gear, or adding spirit to gear needs to convert to hit rating for all priests.

What is the formula for spirit to hit rating?

Isn't for a priest in cataclysm you must be in shadow and it's a talent?

Correct. Priest does not gain any kind of hit rating from spirit unless specced into Twisted Faith
