worgen do not run, you need to swim to the island to run the quest, when you stand at the cannon the quest does not start

Please label your Bug report with the name of the broken items. such as The waters run red... Quest bug. Labeling all of your reports with the same name is confusing, And makes it very difficult for us to sort them out.

I have already rewritten this quest several times. But we have some weird kind of problem where the worgen won't spawn possibly due to it being in another area. Or maybe out of sight distance from the cannons. So far I have no idea whats causing it.
