spell_regulator W. server DB

Hello, I found a W. server DB called spell regulator. When I enter some ID and percentage, it has no effect on the spell. I cannot find any info about that DB on TC. How it should be used and how it should work?

i believe it doesnt work between repack versions 6 and v10
