[Quest] Orders Are For the Living (Quest ID: 27996)

[Navy]

• [Location, Faction, Race] - Shadowfang Keep (Low level dungeon, Zone ID: 209); Horde Blood Elf Male Paladin
• [Name, Type] - Orders Are For the Living (Quest ID: 27996)
• [Problem Description] - the NPC Deathstalker Commander Belmont (NPC ID: 47293) is missing and can't turn in quest, I used NPC add command but it's phasing out so in order to see him, I had to keep GM ON and turn it in.
• [How it should work] - the NPC should appear spawned at the location to turn in the quest
