The quest is not working as it should.
The npcs should either attack or provide you with clues once interracted with.
Those who have no clues doesn't do anything.

Quest is completeable, but is not blizzlike

Going to bump this. In V16, the homeless do not do anything, and clicking on the dialogue options does nothing, making the quest impossible to complete.
