Improved Hamstring in v3

When reapplying Hamstring, you
immobilize the target for 5 sec. This
effect cannot occur more than once
every 30sec(problem is here its not a 30 sec 0 sec this is so op). In addition, reduces the
global cooldown of your Hamstring by X sec.
