I know some work was done on this. Is it still broken?

Confirmed still bugged.
Kreenan appears to give his initial speech, but remains in place and doesn't lead the battle through the city.
If you have a GM level accout, you can complete the quest with ".quest complete 24904"
After that, you can run through the (empty) city and hand in to Lorna Crowley, in the expected location.
All remaining quests for the zone work as expected, or are at least completable. Getting credited for killing the Orc Riders (when on the Glaivethrower) seems to need them to be aggro'd onto you (don't kill them from too far) and also, the gunship fight moves slowly between phases (stay patient).
