It worked for me? You may be thinking of the wrong object, or I may be looking at the wrong guild vault, but I don't think there's supposed to be another one:

I think the problem is, you aren't in a guild. I had to first create guild in order to open it, as you can partly see in the chat in the screenshot, where I just joined a guild before opening it.
