V17.1 Strand of the Ancients not working

• [Problem Description] Whole battleground seems to not working properly
  • Bots do not use tanks or cannons
  • Attacker bots do not revive (alliance)
  • There is a message that there aren't enough players
  • Server started lagging during BG, after leaving it continued to lag. Had to restart the server
