[Name, Type] Most of the crowd controls, such as Fear, Howl of Terror, Frost Nova, Hex, etc.
[Problem Description] They break after dealing 10% of the total hp the player / target has. ( E.g. if the player targetted has 150k hp it would take 15k damage to break the fear)
[How it should work] These type of crowd controls should break from 10% of BASE hp, which is (total hp - the hp gained from stamina gaird from gear/buffs + hp from the passive stamina)*0.1 = how much damage should break the cc
