First off... you'll need this DBC Editor. Extract to anywhere on your PC, and run it. (Don't worry, its quite safe.)
Next, once it's running, go to Open and open up the AreaTable.dbc
You'll notice a whole bunch of fields with digits and stuff all over the place. I suggest sorting the columns by clicking the column sort bar, above the Area Names, now they're all listed in alphabetical order.
You'll see "Field4" - This is the all important field, it's where your core will extract the information to determine what kind of AREA it is in game, whether a regular non contested zone, Sanctuary, like Shattrath or Dalaran, or an FFA area, like Gurubashi Arena.
Now, the core works by AREAS, when extracting the information. Not Zones. So... lets say for example, I wanted to make the WHOLE of Stranglethorn Vale a Free For All PvP Zone. To do this, I would have to add the correct Field4 information, to not only the area of Stranglethorn Vale, but Booty Bay, Ruins of Jubuwal, etc etc etc. Otherwise, just doing one area, will mean the minute you come out of that little area within the zone, it'd reset back to normal none-contested territory.
Now, the magical part. These are the 4 main ID's you would use.
19496 - Full Sanctuary. Allows no form of PVP, not even Duels.
19456 - Disallows PvP Flagging, but allows regular Duels.
17536 - Over-rides all core configuration, making the area completely, full-blown mandatory FFA PvP.
64 - Normal none-contested territory. Can flag, can duel, not mandatory.
So, once you select your Area Name and let's say, you've decided on making it an FFA Area, in the FIELD4 column, just double click, type in 17536, save it and you're done. Restart the server and that area will then be completely Free For All Combat.
Remember, this DBC is an AREAtable.dbc, not zones. To make the whole zone Sanctuary or FFA, you have to edit each area in the DBC.
