Looks like a phasing issue.
The NPC I'm supposed to talk to is there at the right place, but doesn't progress the quest.
You can see from my image that I have the quest, the NPC I'm supposed to talk to is in the right house, but doesn't have the yellow question mark above his head.

Maybe it's because the flight path is already unlocked that it's causing problems? The NPC Flight Master isn't supposed to be there.
