CUSTOM - v12 GM added titles still dont work

[Location, Faction, Race]--
[Name, Type] most titles
[Problem Description] if any title gets added to a non GM character player and they choose it to show, it will just disappear - i am aware that there is the "Config.No.Title.Requirements.Enable" setting but it doesnt work. titles disappear both with it activated (value 1) and disabled (value 0)
[How it should work] titles shouldnt disappear when chosen to be shown

Note: This only happens on special titles like Vicious etc. The rest work fine.
